This webinar gives a clear breakdown of what NSPIRE means for Affordable Housing providers. From changes in Property Inspections to the updated scoring system, participants will learn what has changed, what’s ahead, and how to avoid costly noncompliance. The session also covers non-scored items (until 10/1/25), new health and safety categories, and strategies for inspection readiness. Attendees will walk away with practical tools to interpret HUD Guidelines, understand enforcement triggers, and manage inspections effectively under HUD’s evolving system.
HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) represent a major shift in how inspected housing is evaluated. Replacing the old UPCS/HQS models, NSPIRE sets new expectations for property owners, managers, and inspectors—focusing on health, safety, and functional deficiencies. With the final rule published in May 2023 and phased implementation already underway, multifamily and public Housing Program stakeholders must prepare for new scoring, timelines, and enforcement requirements that directly impact Property Standards.
