HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) represent a major shift in how inspected housing is evaluated. Replacing the old UPCS/HQS models, NSPIRE sets new expectations for property owners, managers, and inspectors—focusing on health, safety, and functional deficiencies. With the final rule published in May 2023 and phased implementation already underway, multifamily and public Housing Program stakeholders must prepare for new scoring, timelines, and enforcement requirements that directly impact Property Standards.
